Understanding LCEGP
On 26 January 2024, in conjunction with the International Day of Clean Energy, the Ministry of Energy Transition and Water Transformation (PETRA) announced the Low Carbon Energy Generation Programme for non-solar renewable resources under the New Enhanced Dispatch Arrangement (NEDA) mechanism.
This programme focuses on non-solar renewable resources such as wind, small hydro, biogas, biomass, and hydrogen. A total quota of 400 MW has been allocated, with participation based on a ‘first come, first served’ basis
Participation in NEDA
Applicants can take part in the program by choosing one of two categories based on the plant’s capacity:
- Large Merchant Generator for plants with 30MW and above
- Price Taker for plants below 30MW

*Note: Any Metered Output below the higher of 100kWh or 1% of the Price Taker’s Installed Capacity, shall be disregarded for the purpose of Settlement
System Marginal Price
Participant settlements under the program are based on the half-hourly System Marginal Price (SMP).

What is SMP?
SMP is the energy price of the most expensive thermal generator dispatched to meet demand in any half an hour period. There are certain criteria that must be met by a generator to set the SMP, as outlined in the NEDA Guidelines.
