Advanced Training on Singapore’s National Electricity Market

Single Buyer organised an advanced virtual training programme on the National Electricity Market of Singapore (NEMS) from 14–22 January 2021. The programme was led by the Technical Advisory and Industry Development (TAID) section and aimed at strengthening institutional understanding of wholesale electricity market operations in a mature and competitive environment.

The training examined key elements of the Singapore Wholesale Electricity Market (SWEM), including market design architecture, economic dispatch optimisation, market clearing mechanisms, contract structures and market surveillance frameworks. The sessions provided detailed insights into how market signals, operational rules and governance structures interact to maintain reliability and efficiency in a liberalised electricity market.

The programme was particularly relevant as Malaysia advances cross-border electricity initiatives such as the Malaysia–Singapore Cross-Border Energy Sales (CBES) scheme and the Lao PDR–Thailand–Malaysia–Singapore Power Integration Project (LTMS-PIP). Exposure to Singapore’s market model enhances Single Buyer’s institutional readiness to refine market frameworks, contractual arrangements and operational parameters associated with regional electricity trade.

By strengthening internal expertise in wholesale market design and operations, Single Buyer continues to elevate its market administration capabilities in preparation for a progressively more interconnected and dynamic electricity market landscape.
